Line a baking sheet with foil and set a heat-proof wire rack on top.
Pat chicken wings dry with paper towels. In a large bowl combine baking powder, garlic powder, onion powder, salt and pepper. Add chicken wings and toss well to coat. Arrange chicken wings on rack in single layer. Bake for 30 minutes, flip and continue to cook 20-30 minutes longer, or until golden brown.
Meanwhile, prepare the sauce. Whisk together butter, hot sauce, Thai chili sauce, and garlic powder. Remove wings from oven and toss to coat. Serve with additional sauce and cilantro, if desired.
